‘M 23 and Rwanda’ responsible for most current physical violence in DR Congo: United States senior consultant for Africa

In an interview with FRANCE 24, US Senior Adviser for Africa Massad Boulos blamed “the M23 and Rwanda” for the current physical violence in DR Congo, calling it a “major violation” of the Washington accord checked in 2025. The US was “very dissatisfied” by the M23 requisition of Uvira, he stated, although M23 forces have actually since partially withdrawn. Boulos did not dismiss US sanctions versus Rwandan President Paul Kagame, adding that he still “hopes” the Rwandan leader can be relied on.
